You did the right thing and I would have reported these people to the cast members. I don't think they should be happy about a naked child running around the property let alone getting in the hot tub.

Kevin the Slapper!!!So that's why "slap" is part of your board name.
Kevin, you were right for speaking up! How many people would do that for a child? You are the best
I asked if this was the Disney / Aulani policy and was it ok if I splashed around the kiddie pool naked......as long as I enjoyed myself and carried myself in an appropriate manner.
I think "The Hot Tub Incident" would make a good Tom Clancy novel: Special Agent Kevin Klose goes undercover at a posh Hawaiian resort to infiltrate a band of Russian spies whose goal is to sterilize America's youth by dipping them in boiling water. Will Agent Klose succeed in foiling the plot, or will The Hot Tub Incident leave him all wet?
And yes, I know, I am very strange.

Please! Parents: no child under 80 lbs should go into a hot tub. If they are curious, let them sit at the edge and dangle their legs in there. They simply do not have enough "insulation" to regulate the temperature that their organs are exposed to in a 104 deg (or more) hot tub.
Please! Disney, the policy is simple: clothing is NOT optional at ANY age. If it's OK for a 4 yo, how about a 6 yo? 8? 35? 85? (sorry for the visual on the last one)
Please! Everyone else: if you see a child in this situation, and you feel comfortable doing so, address it immediately. If you get a jerk like this parent. Go to a Crew Member. If you get a blank stare, ask for a manager. I know it's a lot to ask of someone trying to enjoy a vacation but, in this situation, it seems like nobody else will do what's right for the child if you don't.
Not to pick on Penn St (although it appears they may deserve it) but: don't be a JoPa. That situation is far more serious but still...

Where they from the US? Many overseas countries see nothing wrong with being nake and they do not understand our laws on this.
