A couple of questions regarding 40% discount

I have a trip booked for Sep 27-Oct 3rd and just got the 40% room offer in the mail. I called WDW and they said it is for room only and I would have to get my tix and would not get the dining plan. Does that mean they were planning on coming out with it free in Sep? He said I would have to cancel my current reservation and book a room only. So, if I do this and buy the tix when I arrive, are they more expensive, and do I still get magical express? I also was wondering if I need to change the dates, can I?

I think I would call back and talk to another CM and see if I could get a package deal with tickets and dining. It's seems that a lot of people are having success getting a complete package with a code that was listed here previously.

Here is what you can do. There is a code that is out where you can add dining and tickets to your reservation. This means you would have to cancel you original reservation and make a new one as a package. You might have to call a couple of times to get a CM who will actually look for you.

The first time I called, I was told no, but the second time the lady explained to me how it works.
