To make this more clear with just one example:
If the buses only started running to the parks an hour before the posted opening time, how could
all the hundreds (thousands?) of guests who don't rent cars but stay at WDW resorts, and who have booked early breakfasts, etc. that begin an hour or more before the parks open, get to those events?
Yes- that's true. We usually have one before park opening breakfast and have never had an issue getting a bus- they have always been running. We have asked CMs before what time they would start running to make sure there would be a bus to get us to the 8am breakfast time for 9am opening- but have received different answers so we've always just gotten to the bus stop early in hopes of catching one and not missing an early bus- that strategy has worked well for us. My theory is the same as you said above- if you can arrive earlier, you should arrive earlier~ this goes for theme park and bus stops for us~ lol
