why don't you wait till you see both parks to decide?? I thought that IOA was going to be the park I loved the most and it turned out I loved the studios a little bit more. The park entrances are close enough that you can make a spur of the moment decision
Given the choice, I would always want to spend more time at IOA than Studios. But that is because I love the coasters. If you are more a fan of the shows, you will want to spend your third day at the Studios.
In terms of seeing/doing everything, this is much more 'doable' at IOA. You should easily, by getting there early, be able to get everything in IOA done in a day.
I prefer the feel of Universal but with Harry Potter at IOA, I'd do 1 day at Universal, 1 day at IOA without Potter and then another day dedicated to just Harry Potter land

Can your tickets be upgraded to a multi park ticket ?
I wouldn't think it could cost much more but I'm usually wrong.
I personally wouldn't want to be limited to just one park for
the whole day. The parks are so close to each other.
I'm going to agree with Mark. If you can swing park hopper tickets I think you'll be happier. The parks are so close together that hopping back and forth is no trouble at all.
