Does anyone know what day they do the royal tea? Also how many days is Palo breakfast offered and when do they have the character breakfast?

Palo offers brunch, not breakfast, and it is offered on sea days and glacier days. Character breakfasts are also usually on sea days. I'm not aware that the Wonder offers high tea.
