2016 packages

When does disney usually release packages for the next year? I'm not so patiently waiting to book for February 2016. We want to try to stay a few nights at GCH. Also if I book right away and later a discount comes out am I able to call right away and apply it to my existing reservation?

I think we had a thread recently that said somewhere around July 29 the new packages would be available online and by phone. I don't know about rate changes, but I'd guess you can (we have done it for the AP rate before and they've agreed).
