does a 2 year old who will be using a high chair need to be included in head count for reservation?

Is he a person? Yes, all people need to be included. Tables are close together, so there will not be room to add a high chair at most tables. And the restaurant has to count all people to comply with the fire code.

Yeah thanks for pointing that out. Clearly I was asking because he wouldn't need a 'seat'. I did include him in all my reservations but we are a group of ten with 2 toddlers. So I thought if MAYBE they weren't included since they don't have park tickets or anything I could starting looking for reservations for 8.

HAHA - I'm glad we've clarified that your 2 year old is indeed a person. I was actually concerned that you were going to try to dress up your pet cat like a child and sneak him in but it's all very clear now! :rotfl::rotfl::rotfl2:
 
On a side note OP - welcome to the DIS and I thought this was a great question to ask. I had the same question the first time we took our 9 month old.

As little room as you have at the tables, that would be a pretty bad idea. The high chairs will take up as much space if not more than a regular chair. If you were seated at a table for 8, there would be no place to add any high chairs. Keep in mind most of the Disney restaurants are so tightly packed you can reach out and touch your neighbor without much effort. Count every person, no matter how small. :)
