2 Newbie Questions

We are planning my first trip to Disney in 21 years!! We are renting a house off-site.
Some questions:
1) Can non-resort guests use disney transportation?
2) Can someone explain parking at the parks to me? How much? Are there in and out priviledges? etc.
3) How about parking at resorts for restaurants, DTD, etc.
