First, in there a way to see the prices of food at both counter and table service restaurants?

Second, I see where people say they call to make dining reservation on their 180 day mark. Is there a benefit of calling rather than booking on the website?

First, in there a way to see the prices of food at both counter and table service restaurants?

There is no one location that is going to have everything up to date all of the time, but I like to use a combination of the Disney website, wdwinfo, and allears.net to get a sense of the prices.

Not that I've experienced. The online system rolls to the new day at 6:00 am ET and the phone lines open at 7:00 am ET. You could always start with the online system and then switch to the phone if you're having problems.
