Can someone explain how this works?
If we only have a small contract on one, can we use points from the other one to book a room in the 11 month window? Is this considered borrowing?

Nope no 'borrowing'. We have two contracts, different UY, but both at VGC since we never make it out to the East Coast. They function like two seperate memberships (even though both appear on my DVC website under 1 login! that was awesome). So, if you want to use the points collectively, you can use your one transfer a year for both contracts and transfer points from one to the other. Alternately, what we do is book several nights on one contract, then 1 or 2 nights on our other contract and link the reservations. But we have one resort, if you had two, you'd have to do a split stay because the home resort sticks to the points always.

Two different resorts are two different resorts. They never morph into a different resort to use at 11 months out. We have a Dec OKW and a Sept OKW and we use our annual transfer to move points from one contract to the other. Otherwise, you have to book separate days with the two contracts and ask for them to be linked.

We have SSR Oct on one and AKV June on the other, so we are in that exact boat. It works fine just as other PP's have shared, and transferred points do not convert into 11-month window points on the other contract. It stays the same as the original resort's 11-month window, so we first book what we need to do from the contract at the 11-month, then transfer the remainder to be used at the 7-month off the other contract.
Example: Book Treehouse villa first or AKV Concierge at the 11-month because they are impossible to get otherwise. Then set up split stay (if we need to stay more days) at the 7month window...

Also, if we need more points on our smaller AKV contract, we just bank/borrow points on that contract to do more from the 11-month window.
It may seem complicated, but it's now once you figure out how to use it to your advantage. We kind of like having 2 different 11-month resort windows... only thing I wished I had done differently would be to get the same UY for both contracts... but oh well..

If they are different UY's, then they will be different memberships. That means that you can't combine the points, even at 7 months, for a single night without doing a transfer between the two contracts.

If they are different resorts, but same UY and the same membership, at 7 months, you can use all points for a reservation at any of the resorts.

Prior to 7 months, however, points can not be used anywhere but their home resort.
