How far in advance can I book 1900 park fare dinner, I was under the impression i could do it before 180 days but . .. .

Nope, it's 180 days. OR 180 +10 if you are staying onsite and have a reservation number, then technically, you can do it up to 190 days ahead.

Which would only work if you're doing it the last day of your stay. A technicality, yes but good to keep in mind. So, when it's 180 days from your check-in date call Disney Dining and make your ADR's. Do not call before 180 as they won't be able to help you. If you are staying onsite, you may then make up to 10 subsiquent days ADRs during that same phone call (thus the 190). So, if you're planning on eating somewhere very popular, you may want to schedule that closer to the end of your vacation to use that 180+10 advantage. Candidly, I had absolutely no problem getting anything I wanted at the 180 day mark, and only had to vary my time selections by +/- 5 minutes.
