11-year old and children's menu

My mom is taking her 1st trip to disney with us next winter. She's also bringing her stepkids that are 11 and 13. They are not big eaters so I've advised her against the dining plan. So, my question is, can they order off of the children's menu. I understand that they will have to pay the adult price at buffets and character meals, but what about other table service restaurants?
 
Generally, Disney is pretty lax about enforcing the age cutoff on ordering a la carte children's options.
 
This upcoming trip is our first with the DDP. Previously my girls were able to order off of the childrens' menus with no questions asked, but we already had their correct ages listed on the reservation so they will be ordering from the adult menu. I do remember my older DD getting a little bit of a strange look from the server at Concourse (she was 11 that trip) when I asked if she could get the kids pick menu (grilled chicken) but maybe it was because the younger one was sharing my 16 oz steak!
 
We always do this when not on DDP. We also share meals. Peple can think whatever they want but who needs that much food?
