It depends on how debarkation goes... Disney recommends a later flight than that - I'm seeing 11:30am noted. You *should* be able to make the earlier one if everything goes smoothly and you get off the ship right away. To be safe I would stick with their recommendation though and book a later one if possible. We ended up having to book one that doesn't leave until almost 4pm as the earlier ones were just too early for comfort... I would not want to get stuck in San Juan when I have to be at work the next day!
After the WBTA in 2014, the debarkation was a chaos at immigration. We almost missed our flight at 1 p.m. to Atlanta.
Just to be sure, I would not book a flight that early.
Years ago my husband and I debarked DCL in San Juan and it was major chaos in the custom lines at the port. Additionally, when we arrived at the airport the TSA line was almost out of the door. I just would not chance it if I were you.
My understanding is the airport is operating okay, but I do not know that you can rely on the regular volume of cabs and other transport from the port as prior.
Since some Canadian airlines have decided to suspend operations there until Spring I would say no... even if it is technically open and receiving flights they aren't really operating at 100% imo.

As for Air Canada and west jet, who knows why they’ve suspended their flights? They’ve got some reasoning that they aren’t sharing.

That would be my concern: Will the number of cabs scale? There are a lot of units out of service due to damage. Gas availability is still sometimes not great, as well.
