We'll be there in January. Crowd Calendar predicts it to be slow. We'll be with kids ages 5 to 8... Adults may do a few bigger coasters (Hulk, Rip Ride)... but WWOHP including FJ, Spiderman, Shrek 4D, ET, Cat in the Hat, Popeye and Pluto, Simpsons, MIB, Jurassic Park, are on our list of things to do.

Can we do this in one day with park-to-park? What would be the best plan of attack? Universal is open 9 to 6 and IOA is open 9 to 7. Or do we go on two separate days???

You should really plan on two full days so you can relax and enjoy both parks instead of running around trying to rush. Forget the Disney style of touring...slow down and see everything especially with kids.
 
With kids those ages, it might be nice to have a whole day in each park. There may be an attraction they really like, and if the lines are really slow, they can see it more than once. Today, for example, most of the rides at IOA were 20 minutes or less. Late morning/early afternoon, I walked on FJ from the single rider line - twice.
 
We don't have kids, don't do the shows, get the Express Pass, and start with USF - we often finish right at dusk and leave to get dinner outside the parks. Take out one of the above variables and it's a tighter time squeeze and a lot to process.
