Current rumor is October. Who knows. This last time platinum/gold had a one day advantage over silver/public. I believe when Fantasy's stuff was recently released it was for everybody on the same day.

Noone knows for sure. Usually things start in the fall 14-16 months before the first sail date (so fall 2011 for 2013). But the last couple of years, with the introduction of the Dream and the Fantasy, not all itineraries have been announced at once. So it may start in the fall and not get all the info until spring (like this year when most of the Magic/Wonder itineraries were released the beginning of this month.)

Travel agents do not have an advantage to book you before you could book yourself. DCL opens it to the general public on one date. If you are gold or platinum castaway club member (more than 5 sailings with DCL), you get a perk in being able to book or have your TA book for you earlier than the general public. Usually when DCL announces the itineraries, they announce the booking dates that apply.
