Watching Wishes from California Grill

Will they still let you go to the observation deck and watch the fireworks after your meal is done? If Holiday wishes are at 9:30 but we didn't want a super late dinner and booked for 7:30 or 8pm, if our meal happened to be completed before wishes, could we go on the deck after our meal and wait?

Yes, you can do that. When we dine at signature restaurants, we are rarely finished in under 2 hours, so you should be fine. Also, if you are between courses when Wishes starts, your server can hold your next course until it's finished.
