refillable mugs at BWI

I saw on another site you can get the mugs for $3 and refill for $1. Where do you get them refilled? Is it anywhere at the Boardwalk or just at a lounge at the hotel?

I know they sell the refillable mugs (refills are free) at BoardWalk Joe's Coffee Cart and BoardWalk Bakery for $10.99. Not sure which ones you're referring to though. ~~
