I beleive you are referring ot the dining plan (which at premium and platinum) are much more than dining. The sad answer is no. Highest you can go is Deluxe dining.

When I had inquired about it, I was told that a third party actually deals with those two options. Not sure how truethat is, but MS gave me a no (twice) the ability to add it to a DVC stay.

AFAIK, the premium package requires paying full price for a room and the purchase of a minimum set of tickets, so that is most likely why it would not be offered to DVC points stays (very similar to why we don't get free dining).
