New AP with photopass question vs. Memory Maker

There's a new article up from Disney about getting photos at MNSSHP. I noticed a statement that says "Please note that a Memory Maker entitlement is required to download Animated Magic Shots.". Does this mean that if you have the new AP that includes Photopass you will not get magic shots?
