We are cruising in August 2009 - historically when do they release the dates for cruises for the following two years. I know 2010 is already out, but what month would the following year, i.e. 2011 come out, particularly with the new ships just being named, or even the sailings for the Magic and/or Wonder.

They usually come out sometime in the last quarter - the 2010 dates were released early October of 2008 and if I remember correctly the 2009 dates were released in December of 2007.

The new ship dates will be released in November 2009 according to the onboard booking agent. No word yet on the other ship's dates.

so does this mean if I book onboard in August for a "dummy" date - would I reap the benefits of booking "onboard" when they release the dates in November?

Yes it does if you transfer the date. To do so, you will have to call DCL or have word in to your TA if you have transfered the resie to them so that they can transfer the existing resie to the new ships. If you make a seperate resie online on your own you will not be able to combine the existing OB resie with the discounts with the new resie.

The new dates are usually released 15 - 18 months before the start of those sailings. Yes, you can book a dummy reservation and transfer it. You will get the benefits of the cruise that you transfer to. Be aware--we do not know what (if any) rebooking on board benefits will be available on the new ships.

There's no harm in a dummy reservation. If for any reason you decide that you can't use it, you can move it or get a refund.
