When I went to disney we stopped at a southern calaforina vons. 5805 E los Angeles Ave in semi valley and bought two disney twofer tickets for the southern calafornia residents price ($63 dollars each). When we went to use them, we were not asked for proof we were from the area or anything. I dont know if this helps anyone but thought It might.

Well, on the other side, my brother and SIL are from San Diego, and each time they have been asked for their identification showing their address.

I think it all depends on the CM. Some will let it go, and some will be strict.

I didn't even know they were selling them in the park when I went last week. All I wanted was a 1 day, 1 park and she asked me for my zip code and gave me the 2fer for the same price. But I am from SoCal.
