how do I find out which restaurants do not participate in free dining ?

There is a list here on the Dis with all the participating restaurants.

I only know that the Rainforest Cafe and T-Rex Cafe are not on the dining plan. There are more in DTD and in Epcot.

You can purchase a Birnbaums Disney Dining Guide. $15. It gives you everything you need to know.

Or view the dining plan brochure on the disney site. Gives you a list of all dining plan participating restaurants. Any ones not on that list do not participate.

When booking online, there is a box you can click on that says only restaurants that participate in the Dining Plan. Then if you select a park or DTD it will just list the one's that do the Disney Dining Plan.
