If I have a dining reservation at a different park than the one I am at will I need a park pass to go eat at my reservation being at the another park? I wasnt sure if they allow you in without park admission so I was contemplating the park hopper for this very reason.

Yes, you'd need a hopper or for that park to be your primary park. If you have base tickets, and go to MK in the morning for example, you can't go to Epcot for dinner without a hopper. When you make your ADR it'll say park entry is required.

You must have valid park admission to dine at any restaurant inside a theme park.

If you want to have breakfast at MK and dinner at Epcot, you can do so only if you have a park hopper ticket.

You could use a separate one day ticket, but that would not be cost effective.
