I believe they will charge your card the day of the excursion. I know it is not before the cruise.

The excursion costs will be charged to your Key to the World card once you are onboard. There has been some debate on these boards whether DCL will charge you on the first day of your cruise or on the day of the excursion but, in any case, it will not be until you sail.

Just got back from the 7 day eastern on Saturday, and they did charge our account for the excursions from day 1. (I double checked, because one of our excursions was canceled, but was still showing up on our bill, but was adjusted very quickly once I noticed! A credit showed up instantly once I notified the CM!)

Yes they refunded us when we missed a port on 2005, after charging on the first day.
