7 Mile is probably the best known, but we liked Sea Grape. (this is sort of one end of 7 Mile beach) In Grand Cayman, ALL beaches are free and public. There are small brown signs indicating public beach access. This applies to the sandy beach part only. Vendors, hotels, etc. can be set up a very short area farther inland. So a hotel or whatever cannot prevent you from using a strip of beach near the water, but you obviously can't use their restrooms or trespass on their property to get to that beach.
There are some beach areas within walking distance of the tender area, but these are not the nicest. You'll find plenty of taxis, vendors, etc. at both 7 Mile and Sea Grape.
