AP dining discount blackout?

I will be in WDW for the week between christmas and new years. I am hoping to use the new (surprise) discount at some of the TS and QS locations on the discount list. I can't find anything about a blackout but wondering if anyone else has seen anything?

This has been brought up on few threads now & so far no one has found anything indicating any blackout dates. I know at least one poster said that they called to check & were told there are none.
