Am I able to use Disney Dining Plan credits before check-in?

I am arriving early on the day I check-in for our vacation and I was wondering if I can use my Disney Dining Plan credits for lunch that day.

If you have completed online check in then you should be able to begin using your dining plan credits right away. If you are not using online check in then you would need to physically check in at your resort before being able to use your credits.

if you checked in online then yes.
if not then you do have to go to the front desk and check in and then you can use your credits.
it does not matter what time you arrive.

Following on from this, we have a DDP package for nine nights (POR), but are staying on DVC points (VWL) for the two nights prior to that. Since we're not in the US, our magicbands will be waiting for us at our resorts. Will I need to check into our package at POR to activate the dining and pick up our magic bands, or can I somehow activate our dining plan from the VWL?
