DH already looked, no legal gambling allowed in Mexico and nothing in Columbia. Bingo on the ship is the closest thing.
HI! My wife, me and our 18 month-old DD were on the EBPC cruise this past December. In Puerto Vallarta, right across the street from where the ship docks, is a small casino (I forget the name, but it's well marked as "Casino" on the ground floor of a hotel or apartment building). If you're looking from the ship toward the Wal-Mart, it's just across the street to the right. I was only playing slots, so didn't notice if there were also table games. Most machines are bi-lingual (there's a button to press on each machine for the correct language). You need to buy in at their desk, where they'll take U.S. dollars, but encode it on a card in Pesos. Most machines are a minimum of .10 peso per line (approx. 12 pesos/$). They have some regular US machines (IGT/WMS), along with some I've never seen that I assume are meant for the Mexican market. NOTE (this is a big note) - although they'll take your money in $'s, they'll only pay out in pesos. If you want to change back to dollars, you'll need to walk across the street to the Wal-Mart (they have a currency exchange booth in the front of the store). Otherwise, you'll have lots of colorful money that won't do a lot of good once you get back home!
FYI, in less than 5 minutes playing, I hit a jackpot on an "Invaders from Planet Moolah" machine for approx. $120 US while playing 30 lines at .10 pesos per line - around a quarter per pull. I cashed out as quickly as I could and booked the heck out of there with my modest little win!
My wife also said that she passed a casino somewhere in Cabo San Lucas close by the tender dock, but she never did go in to check it out.

I did see that casino right next to walmart on my ebpc in Nov this past year. We must of been there on a Sunday, as it was not open yet. I did not know i would have to exchange money! Hardly not worth the money i would spend.
