If it is in either the Italy or France areas the answer is yes.

For Italy, when facing the lagoon go to the left of the stairs and next to the fence at the lagoon there is a ramp that goes up.

For the French Island as you are heading to the UK from France there is a break in the fence to your right with a ramp.

Actually, the preferred viewing offered to Candlelight Processional Guests is where you enter WS from the front of the park. Wheelchairs can go there, but I don't think there's a special specific area. It may be hard to have an unobstructed view.

As the previous poster said there are specific wheelchair areas. To tell you the truth depending where you are eating it may be better to go to the handicap areas instead.
