New disability policy @ Disneyworld

I heard that there will be 4 kiosk machines @ Disneyland & 3 @ California Adventure for people with the new disability cards to obtain ride times kind of rough for disable people having to travel all over the pars to keep getting ride times. Then I called Disneyworld & they told me that you go to the ride you want to experience such as Toy Story Mania & they give you a time to come back you don't go to a kiosk. Is this true
