There are three dining rooms: the Ballroom, the Rose Gallery and the West Wing.

I don't know if you can request one at dinner. At lunch you can sit in any of the 3 rooms you choose.

The Rose Gallery is sometimes closed to the public at dinner.

IMO...
Book the ressie. My 180th day was last week and I had a VERY hard time getting one for my group of 9. I had to book a group of 4 and a group of 5, with seating times 15 minutes apart The way I see it, if you go for lunch there's a great chance you are going to be waiting in line a long time with all the people who could not / did not get a reservation, wasting valuable attraction time.

You can try to get an ADR for dinner and if you can't get one, then go for lunch. Like already mentioned sometimes the Rose Gallery is closed at dinner. The nice thing about lunch is that you can move around and check out each room.

Although I have posted this many times if you'd like to take a tour of BOG and see photos of each room (and lots of other photos of the food, etc) feel free to check out my review:

Lunch is counter service so no reservations accepted. You will have to line up on the bridge, but the line moves fairly fast. You can usually choose the room/table you want to sit at, but you'll be able to walk around and see all the rooms.

If you want to eat dinner at BOG you will need a reservation. Usually the Rose Room is closed and most people will be seated in the ballroom because it's much larger. The West Wing is smaller and it's also dark in there. Some people have mentioned that some young children also don't like the noise. Just like at lunch you can visit all the rooms after you finish eating. Also after you're finished you can have a photo op (no autograph) with the Beast. This does not happen at lunch.

Reservations for dinner can be difficult to get so it's best to make one if you think you'd like to eat there. When making reservations sometimes the Disney res system has problems with odd numbered groups. If you can't find a res for 5, bump the number up to 6 because you need to include everyone, including the 2 year old in all your reservations. BOG has a credit card guarantee, but you won't be charged for the 6th person as long as some of your group show up for the res.

We've eaten lunch and dinner at BOG and enjoyed both.
