I was talking to somebody today that said they tried to add the dining plan at check in and they were told they couldn't do it. They had to add it 48 hours before check in or they couldn't have it. Is this true?

Basically, yes.
For a WDW package reservation it must be done at least 72 hours prior to arrival, not 48. 48 hours is only for DVC reservations. Whichever reservation is involved, it is true DDP cannot be added at check-in.

DDP, like many other aspects of vacations, (how to get there, where to stay...) has to be decided in advance.

If I was to have the quick service dining plan on my reservation, can I upgrade to regular dining plan at check-in? |

Might be different for cast members but I am checking in tomorrow and just called and added the quick service plan!
