Biggest ticket bang for the buck

Possibly going to get a PAP with the first trip being to WDW. Am I correct that to get the "best deal" that I should buy the ticket through mouse savers/under cover tourist with the biggest savings to bridge/upgrade to the PAP?

Yes.

As long as the DISNEY price for that same ticket is the same or less than the DISNEY price for the ticket that you
ultimately want.
(In this case, the PAP.)

Then, once you are at WDW, you need to actually USE your discounted ticket
to go into a park at least one time BEFORE you do the upgrade.
