Sounds like a challenge but I don't think it's impossible by bridging wireless connections. The powerlines are already there with the lights.

It would still require a ton of WAPs in order to minimize the interference. There would still be areas that simply couldn't be covered. It is technically possible but highly unlikely to be adopted due to cost and installation issues.
Cameras are not going stop a crime from happening if the perp is dead-set on it, all they do is help document it. |

And Disney is big on appearances...they would not want the halls of their cruise ships littered with WAPS.
