If it was to happen again I would call the police, engine running or not, 10 minutes or not, legal or not, I'd still call. To make myself feel better? Maybe but I'd still call. I probably wouldn't call the emergency line unless I felt the child was in immediate and extreme danger but I'd still call. And yes, I have the non-emergency numbers saved in my phone for my area. And for the record, I did call 911 in the instance I posted previously because the child was in distress and I could tell, we also asked the dispatch if we should attempt to find the parent or break a window, she asked us to check the doors to see if they were locked, DBF did while I stayed in our car with our kids and on the phone with her, the doors were locked and she asked us to simply wait for the officer. When I told her the Dad was getting into the car she asked if I could tell her which direction he was going and that's when I said, well he's going our direction and we did follow him out of the lot.
But I am not disputing that you should have called. I think in your scenario, you were absolutely right to call. I would have done the same thing. However, your initial statement indicated that you feel that people should always call. In the original scenario that the OP posted, I don't think it warrants a call.

I guess I'm not making my point well because I do feel that any child left in any car at any time of the year for any length of time does warrant a call. IMO children should never be left alone in a car, running or not, hot or cold, but remember, I'm also the one who said she's not a fan of leaving her kids in the car now. LOL
