If I don't purchase anything ahead of time concerning photopass, can I still just get a card from one of the photographers and go from there ?

Yes absolutely! You just make an account and enter the code on the back of the card. You will be able to view your photos for free without buying anything!

The photographers will also take your picture with your camera. I've found they're a little more cooperative (they're always nice, but they take a few extra pix) if you don't have them JUST take the pic with your camera, but have them take a shot or two with the Photopass card, then with your camera. And you may find a picture or two on your Photopass account that you really like!

Yes, I was actually surprised when the PhotoPass photographer offered to take the picture with my camera also. I thought he was just being extra nice. I ended up buying four PhotoPass photos once I returned home and they came out really nice. I wished I had taken more!

Just be aware that if you don't buy the CD, to order the pictures separately it is $15 for 2 4X6, $15 for 1 5X7 and $17 for an 8X10, each (or $15 for a digital download of any of the sizes, instead of a physical photo). DD loves visiting characters so we usually come back with well over 100 photos in our account, and this trip it was over 300 photos. You can always buy the photopass CD when you get home, but you won't get the discounted price.

Also, if you are interested in ride photos or photos from meals that sell them (not Akershus or CRT where they are part of the price), you will have to buy those physical photos separately during your trip as you can not get photopass+ after your trip. Once you have bought them, there will be numbers on the photo's border (and usually on your receipt) where you can add them to your photopass account.
