Can you walk from the Transportation & Ticket Center to the car care center?

Realistically--No. There are no sidewalks along the way (just take a look at Google satellite view). Now if someone was really inclined, they might be able to walk through the MK parking lots and try to use as little of Floridian way as possible.

But really, I would just take a cab.

I believe that if you are renting a car there they will come and pick you up on property. Pretty sure I read that recently on here.

Correct. Just need to give them a heads up about 1 hour before you want to get picked up.
