low crowd levels - what does it mean regarding wait times?

When low crowd levels are mentioned for parks (level 1 or 2) what does that mean regarding waiting times for the popular rides?

The wait times for popular rides will always be longer than regular rides, no matter what the crowd levels. I have done some trending and it seems to be at least 50 percent longer for the popular rides. On very busy weekends, it could 75 percent longer.

It means most rides will be 30-45 minutes wait at most, while some of the super-headliners and slow loaders could still top 60 minutes. But all-in-all, it means its a pretty good time to be at WDW.

Also keep in mind it can be an overall 1 or 2 crowd day, but that varies greatly by park. It's entirely possible to find an 8 or 9 crowd day in the MK on a Saturday during a much lower overall crowd level time.
