Can Florida resident use magical express

My daughter is a Florida resident and has booked a room at one of the Disney resorts. My other daughter is flying in from out of state.

Question: Can out of state daughter use Magical Express even though the room was booked with a Florida discount?

question number 2: If so, can that second daughter use Magical Express even if she is leaving a day early? In other words, Florida resident daughter is staying in room for one extra day.

Magical Express is available to any guest with a reservation at a Disney-owned resort. You can arrange it for any day that's within your reservation dates. They'll ask for her flight information when she calls to arrange for Magical Express.
