Question about seasonal pass

We are headed down to Disney in November and are picking up my nephew who lives in Florida to vacation with us. His mom wanted to purchase a seasonal pass for him online. How does this work? I thought it had to be activated at the park. And as I am an out of state resident, I certainly could not provide proof for him. Will this be a possibility, or no?

If he has FL ID, she can purchase a voucher or will call ticket (not sure anymore how they do FL passes on the website) and he can pick it up with his ID. If he's a kid without ID, I don't know how (or if) that will work.
