Le Cellier does
I had my ipod with me, and was able to get a better connection than in our resort. It was the only place I could stream (not that I was streaming while eating, I was just testing it).

All the resorts and as far as I know MK, Epcot and DHS have Wi Fi but people have reported varying amounts bandwidth.
It seems less at the resorts most likely because of the buildings getting in the way and them trying to use it their room and just more people using it at the resort then at the parks. The parks are more open and there will be less people going on youtube or trying to stream a Netflix movie so the service should be better. But either way its an area kind of thing. The restaurants don't have their own specific service like a Starbucks or McDonald's they share it with what ever is available or even reachable.
