I would suggest going to www.biddingfortravel.com or www.betterbidding.com and learn how to use the Priceline Name Your Own Price service. I usually go to DC one weekend a year and stay in Crystal City at the Sheraton or Marriott. I have never spent more than $60/night by using Priceline.

I used to live in DC and try to get back once of twice a year. I always book the Hyatt in Arlington. It's directly on the metro line so getting downtown is so simple. It's clean and if you have AAA there is always a great deal. In Feb I pay about $89 a night plus free breakfast with AAA.
There are Hyatts downtown if you don't want to be over the river, and Kimptons are great to.
Make sure you check to see if the hotels are near transportation. Parking in the city is horrible and the metro is wonderful.
Places checked off the hotel list : Poly, Poly CL, SSR, BC, DI, AKL, OKW, GF, WL, CBR, POR, POP

We went to DC earlier this year for the Cherry Blossom festival and stayed at the Marriott. We were able to get it for $60/night on Priceline.
