Why did they put pebbles in the water around some of the fountains in EPCOT?

I know this was done a long time ago, but I always wondered why they did it. I thought the blue tiles looked so cool, more futuristic than the pebbles I guess.

So does anyone know why? Were the tiles hard to maintain or something? Because they still have those tiles in some of the fountains.

I'm thinking cracks and/or discoloration developed.

Could even be that the pebbles don't show dirt and they don't have to perform
so much maintenance to keep the water pools clean.

Thanks, Robo. I think that might be it.

I was confused why they did that if at least one of the fountains still has those tiles and they seemed fine, but I guess it's easier to maintain a smaller area.
