Even though we are not planning a family vacation to WDW until 2014, this is a welcome sign. I like that Ms. Bilby "gets" the sense of community and family among DVC owners and has responded by encouraging that sentiment. The Sundown Mingle, opening TOTWL to all DVC Members and the Welcome Home Wednesday refurb are all signs that she is encouraging a sense of community among members. She is really making it start to feel like a "club" and not just a timeshare.

That is awesome! We were planning to go in 2014, but now we are thinking getting the voucher now, activating in 2013 on a short trip and then using for 2014.

We bought tickets before the last price rise. Now I wished I had waited. Its so tempting to buy the PAP and make two trips. Then give the other tickets to family for the 2014 trip.

You may only purchase DVC passes for yourself and any immediate family members that reside in your house. IDs need to show the same address.

The DVCMember website states we're able to purchase up to 8 DVC discounted APs/year, so I suspect that's the limit on these.
So if true, and let's say I bought 5 DVC discounted APs back in January of this year, I may only be eligible to buy 3 of the DVC discounted PAPs this Fall.
Luckily this is not the case for me, it was only an example of possible limitation on the # purchased.

There are restrictions on the DVC APs and PAPs.

From the FAQ:

Who is eligible to receive the Annual Pass discount?
Disney Vacation Club Members receive a discount on the Pass for themselves and their immediate family residing in the same household only. At the time of purchase or redemption, your Disney Vacation Club Member ID Card must be provided and ALL ADULTS must present a valid driver's license or state identification card showing they reside in the same household.

Who is defined as "immediate family"?
"Immediate family" is defined by Walt Disney World Resort for discount purposes as noted below: Spouse/Registered Domestic Partner, Parent/Step Parent, Mother-In-Law/Father-In-Law, Child/Step Child, Brother/Stepbrother, Sister/Stepsister, Brother-In-Law/Sister-In-Law, Grandparent, and Grandchild.

Can I use my discount to buy a Pass for someone other than myself or immediate family residing in the same household?
No. This discount is exclusive for Members and may not be transferred. This perk may be revoked in the event of abuse.

That's exactly what I did today. I don't know if I ca take advantage of the PAP discount, but am happy for those who can. I may end up get to g the pass on our November trip, along with DH, so we can take an adults only trip in the next year and enjoy the TIW discount as well as the 20% merchandise discount. It's nice to feel valued!
