Jawa costume at not so scarey Halloween party

Hello all
I have researched this question and I am still not sure of the answer. I understand adults can wear masks to this but only if their eyes are visible. My 10 yr old has a Jawa costume he really wants to wear. It gives the illusion that he has glowing eyes but he is actually looking through a black mesh face mask. Now his eyes are not visible but he can see. Sort of like looking out of dark glasses. Does anyone know if this is allowed? I have heard of kids dressing as Darth Vader and those masks cover the eyes with dark see through plastic.
Thank you for the help!
