Not a critique, just general information: it's illegal to use a handicapped parking space, even to stop momentarily, without proof of eligibility.
Sheriff's Department is conscientious about handing out fines.
Fine is $250.

It truly doesn't matter how many empty spaces there are

I wonder if that van that parked there was just following someone else and the CM doing the parking in taht area didn't do due diligence. OR the van followed someone and the flag waver wasn't able to get the van to stop. Bummer. OP, I got that you weren't planning on staying in that HC spot.

I don't know if the sheriff patrols Disney handicapped spots. There have been several times where we have been directed to a handicapped spot even though we don't have a handicapped tag. Hubby has heel spurs (2 on one foot) and has to wear a boot to walk longer distances. He isn't in pain first thing in the morning, but after walking around the park even for a few hours, he can barely make it out of the park, let alone to the car. Being a typical man, he refuses a wheelchair. When we pull into a park, we ask if we can park close to the tram instead of at the beginning of a new row "miles" away from the tram. There have been several times where the parking attendant has told us to park in handicapped even though we don't have a handicapped sticker. We really just want to park close to the tram - the handicapped parking spots involve a lot more walking.
Since this is not a full time problem - he is only in pain after walking long distances - he is ineligible for a handicapped pass.

Another of those "CM's are not omniscient (are not know-it-alls)" situations.

To reiterate, you must have credentials (handicapped placard,etc.) to stop in a handicapped space.

As far as I know the parking CM's are not obligated to just take your word that you have a disability. But if you actually have a cane or a walker or a cast or a doctor's note or other visible evidence, then that plus the CM's comment "park in handicapped" I would take as a cue to go ahead and do a little loop the loop and commence a new row of parking next to the tram lane.

"Handicapped" is not the best place to park for all situations. Trams don't serve that secton.

We were sent to the special parking spot once at AK. I think we were the second car through the booth that day and I assumed that was why we got it...looks like that's not really the case.
But we had no problem. There was one other car there and we were thrilled to be right next to the entrance.

I seriously doubt it. I am Sure the OP would not have pulled into a handicap spot, even for 1 minute if it was the last one available.
He was not parking, or I tending to park there. He just needed to get out of traffic long enough to find help.

Those designated spaces at the beginning of each row are for guests just like your husband - guests who need to park 'close' for whatever reason, but don't have HP placards/plates.

You and I are usually on the same page, but in this case, I just don't see a huge issue. There were people in the car, so it wasn't unattended. There were plenty of spaces available...I can't imagine that someone just had to have that particular spot. And they were only in the spot for a very brief time. So, no harm, no foul.

I mean, I understand the need for handicap parking spaces, I truly do. And you must know that. I have family members that use them, and I do tend to get miffed when I see someone at the grocery store using one without the ID needed. BUT, in this case, no one took one of the few remaining spaces.

I got the magical parking pass at AK last year as well - and we still talk about how cool it was! Of course we pulled up to AK at like 7:40 in the morning, because it opened at 8:00 am, so they guy was all like here is a magical parking pass. We loved it!

Sorry you had such a bad expierence with it.
