Unless she is really into Playhouse Disney, I think Epcot might be a better choice especially if she is into princesses. Plus there is the Finding Nemo ride and Turtle Talk with Crush. We also had the best character greetings in Epcot.

My kids love Epcot, and also did when they were 3 and 4 years old. If Tink means that much I say go for it! I find Epcot has tons of characters for the little ones.

Sorry to completely change what everyone else is suggesting... Tink will be at MK during your trip (in fact, well before Feb), so do not plan a trip over to Epcot just for the fairy.
