Okay so what is this?

Also right now there are no rezzies available for this, how many do they have on the 7 night cruises?

Do you think I will be able to book on board if no spots open up before hand?

You will not have any problem getting a High Tea reservation once you get on board. Just go to the "change/add reservations" area as soon as you get on the ship. It is normally in the Rockin' Bar D .

High Tea is very nice. For the price, $5, it is hard to beat.

A diff view, I did not enjoy high tea at all, and I am not a picky person, it was the only thing I did not enjoy on the entire cruise, the sannys were the same you could get from deck 7, in fact I am sure that was where they came from, and actually they were not sanys they were rolls(for high tea?!) the scones were dry dry,the cakes were average, the service way too pushy and in your face. The company however was awsome!
But as you say for 5 bucks go and try it and see for yourself. all experiances are good even if they are bad if you know what I mean.
