Do you have to stay onsite to get the dining package w/ your tickets?

Yes, you do. The dining plans are not tied to your park tickets. Some categories of guests - annual passholders and DVC owners - can purchase dining plans without buying park tickets at all. The dining plans are tied to your resort stay and considered an add-on to a package reservation, so you can't get one unless you are staying at a Disney-owned resort (resorts like the Swan and Dolphin and Shades of Green, which are on Disney property but are not operated by Disney, are not eligible) and booking a package reservation.
