The actress is not Britney--it is a voice actor from NYC I believe.
(I looked it up when I first heard the commercial as my guess was another actress.) Anywho--it cracks me up!

It's a car insurance commercial. I HATE it!
 I heard it on the radio before I saw it on TV. My DD10 loves it! She always says 'kay bye!!

Yeah, round my work, we are always using that commercial as a punsh line. We laugh about it all the time.

The actual commercial isn't that funny, but it's funny to go around emulating it.
I know lots of folks who sound like that, too. Maybe that's why I find it so funny. Heck.. give me a few cocktails, and I'll start to sound like that, too!~
